عملت الإمارات على إعادة هيكلة نشاطها الإقتصادي بإتجاه بناء قاعدة إنتاجية متكاملة ومتوازنة وتحقيق تنمية إقتصادية شاملة ومستدامة، وذلك في إطار برامجها التنموية المختلفة الهادفة إلى تطوير مختلف البنى التحتية والمساهمة في ترقية الحركية الإيجابية للإستثمارات الإنتاجية والخدماتية.
إن أهمية مراجعة السياسات الإقتصادية وإنتهاج إستراتيجيات تنموية جديدة تظهر في الإمارات من خلال تنويع إقتصادها بفعل حوكمة مواردها وتمكنها من خلق نموذج إقتصادي رائد يسمح بتحقيق التنمية المستدام
