Digitizing Public Procurement Procedures, A Model Towards Digitizing Public Administration

Abstract

This study aims to Clarification the role of digitizing procedures of public procurement in Algeria, where we concluded that The field application of the electronic portal is still in a preliminary stage, as it only included the announcement of public procurement, and the platform does not allow dealers to download the specifications and announcement of the procurement consultation, and announcement through the portal is not obligatory for contracting interests, and this is what we found. By reviewing the announcements listed on the portal, we also concluded that the portal does not allow opening and electronic evaluation of financial and technical offers.
