The study used the descriptive analytical approach, and<br>the research population included patients benefiting from pharmacies in Oum El Bouaghi city,<br>where the study sample consisted of 390 patient beneficiaries selected by a random sampling<br>method. The study wich used a questionnaire to collect data, found that there is a statistically<br>significant difference between the level of pharmaceutical quality care services providing from the<br>customers point of view and the expected service level in terms of safety, responsiveness, reliability<br>and empathy. According to the results of the Bounds Test, the results indicate that a long-run equilibrium relationship exists between the variables. Emphasis is placed on transparency, oversight, and participation as fundamental pillars of this governance, assessed through the application of open budgeting surveys in Algeria</p> <p>The Open Budget Survey serves as a global indicator measuring the transparency of public budgets, societal participation, and the effectiveness of oversight. In the context of this study, Algeria's results in this area appear extremely weak. The country recorded scores ranging between 2 and 13 out of 100 for transparency, 38 out of 100 for oversight, and 0 out of 100 for participation. The study found that there is a long-term relationship between financial innovation variables and economic growth.
