Governance Effectiveness and the Algerian General Budget Rationalizing

The general budget is considered the primary tool to drive development in Algeria; however, its performance, linked to oil revenues and the continuous increase in current expenditures, has necessitated a shift towards activating public budget governance. Emphasis is placed on transparency, oversight, and participation as fundamental pillars of this governance, assessed through the application of open budgeting surveys in Algeria
The Open Budget Survey serves as a global indicator measuring the transparency of public budgets, societal participation, and the effectiveness of oversight. In the context of this study, Algeria's results in this area appear extremely weak. The country recorded scores ranging between 2 and 13 out of 100 for transparency, 38 out of 100 for oversight, and 0 out of 100 for participation. Based on these results, it is evident that Algeria is still far from achieving effective governance for its budget.
