The constraints of setting up a system for measuring and evaluating performance in Algerian municipalities

Abstract

    The measurement and evaluation of performance is now essential to improve the performance of municipalities. For this reason, many countries around the world have launched reforms to introduce performance measurement and evaluation systems in their communities. The introduction of such a system could be accompanied by several constraints impeding its implementation.

The objectif of our research is to study these constraints and their degree of influence on the establishment of a performance measurement and evaluation system (SMEP). For this, we carried out an empirical study in five municipalities of the wilaya of Oran. We found several constraints with different degrees of influence.
