About the Journal

The Journal of Development Studies & Entrepreneurship is an international, biannual, specialized scientific, open-access, peer-reviewed journal published by the University of  Oum El-Bouaghi, Algeria. The journal aims to publish original scientific research in the fields of economic development and entrepreneurship, in Arabic & English.

The Journal welcomes submissions from academic and non-academic researchers, research teams, and institutions, with the goal of providing relevant and timely information from a variety of sources, written and published with the utmost integrity, to serve the needs of participants in all areas of economics.

The primary objective of the Journal is to encourage and facilitate the exchange of knowledge, thus, the journal provides immediate open access to its content, supporting a greater global exchange of knowledge. The editorial board strives to maintain high quality standards for articles published in the journal, ensuring that all submissions go through a rigorous peer review process by experts in relevant research areas.

Publishing Ethics

Publishing Ethics Guidelines are designed to provide a set of minimum standards which should be followed by the editor of the journal, the reviewers, and the authors.

It is necessary to agree upon standards of expected ethical behaviour for all parts involved in the act of publishing.  JDSE  is fully committed to good publication practice and assumes the task of fulfilling the following duties and responsibilities.

  1. Responsibilities of the Editor

The ethical responsibilities of editors include the ethical decision-making, the peer review process, advertising, conflict of interest, and how to deal with scientific misconduct.

Ethical Decision-making

Editors' decisions to accept or reject a paper for publication should be based only on the paper's importance, originality, and clarity, and the study's relevance to the remit of the journal.

Scientific misconduct

The editors should refrain from considering manuscripts when there is a conflict of interest because of competition, cooperation and other relationships or connections with any of the authors, companies or institutions associated with the manuscript. Editors should ensure the integrity of academic records and publish corrections, clarifications, retractions or apologies whenever needed.

  1. Responsibilities of Reviewers

In their role as reviewers, researchers should:

Honesty

Review submissions carefully, confidentially and without prejudice. Provide honest, precise, constructive and respectful feedback to authors by carefully explaining the reasoning behind their assessments, striving to be constructive and phrasing assessments in a temperate and scientific manner, free from insulting or unnecessarily negative comments.

Inappropriateness

Any referee who feels incapable of any raison to review the manuscript must notify the editor and decline to review the paper across the platform ASJP.

Conflict of interests

Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage. Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

Plagiarism

Plagiarism Check The article is passed through plagiarism check. If it is less than 20% the article will transfer to Editorial Review, otherwise the article returns to author for corrections.

Decision making

Not use the advanced access to unpublished research for the own purposes. For example, it should not undermine the original authors by rejecting the paper and then pursue the research idea on their own.

Time respect

Provide referee reports in a timely fashion, both out of professional courtesy and an interest in the expedient communication of research results.

  1. Responsibilities of Authors

Submitting the same manuscript to more than one journal constitutes unethical publishing behaviour and is unacceptable.

Data Access

Authors should retain raw data related to their submitted paper and must provide it for editorial review upon request of the Editor-in-Chief.

Authorship

Authors should take credit only to works they have performed and to which they have contributed. They should ensure that authorship and other publication credits are based on the scientific or professional contributions of the individuals involved, and not on their professional status or rank.

Unique submission

Not submit manuscripts to more than one publication at a time unless this is explicitly allowed by Editor-in-Chief.

References

Authors are unauthorized to take data or material verbatim from another person’s written work, whether it is published, unpublished, or electronically available, and acknowledge and reference the use of others’ work, even if the work is not quoted verbatim or paraphrased, and they should not present others’ work as their own.

Language and data

Authors are also responsible for language editing before submitting the article. Underlying data should be represented accurately in the paper. A paper should contain sufficient detail and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements are considered unethical practices and would be unacceptable.

Guidelines for reviewers

The review process is an important aspect of the publication process of an article. It helps the editor in making decision on an article and also enables the author to improve the manuscript. The editorial team of The  JDSE has formulated the following guidelines for reviewers to ensure that the peer-review process offered by JDSE is as fair and thorough as possible, without being unnecessarily demanding of both reviewers and authors. The primary aim of the guidelines is to ensure that reviewers know their responsibilities and can prepare constructive critiques that will assist authors in their scientific research regardless of the outcome (acceptance/rejection) of the peer-review process.

The peer reviewer is responsible for critically reading and evaluating a manuscript in their areas of research interests and specialities, and then providing respectful, constructive, and honest feedback to authors about their submission. It is appropriate for the Peer Reviewer to discuss the strengths and weaknesses of the article, ways to improve the strength and quality of the work, and evaluate the relevance and originality of the manuscript.

Before Reviewing, please consider the following:

  • Does the article you are being asked to review match your expertise?
    If you receive a manuscript that covers a topic that does not sufficiently match your area of expertise, please notify the editor as soon as possible. Please feel free to recommend alternate reviewer.
  • Do you have time to review the paper?

Finished reviews of an article should be completed within two weeks. If you do not think you can complete the review within this time frame, please let the editor know and if possible, suggest an alternate reviewer. If you have agreed to review a paper but will no longer be able to finish the work before the deadline, please contact the editor as soon as possible.

  • Are there any potential conflicts of interests?

While conflicts of interest will not disqualify you from reviewing the manuscript, it is important to disclose all conflicts of interest to the editors before reviewing. If you have any questions about potential conflicts of interests, please do not hesitate to contact the receiving editorial office.

When reviewing the article, please keep the following in mind:

  • Content quality and originality
  • Provide specific, constructive criticism that gives clear guidance to the authors, especially if recommending revision i.e., it should be clear to the authors precisely what experiments/revisions need to be undertaken to satisfy the reviewer’s concerns
  • Do not be overly demanding, remember the revision timeframe is only 3 months (6 months if especially time-consuming experiments have been requested)
  • Make a clear recommendation: is the manuscript worth revising?
  • Comment on whether the presentation/language hinders/confuses an otherwise potentially good paper
  • Treat all information as confidential
  • Declare all conflicts of interest
  • Provide the names of all involved in reviewing the manuscript
  • Detail any scientific misconduct detected
  • For revised manuscripts, do not raise any new issues that could have been commented on in the original review

When preparing the report, peer reviewers should:

  • bear in mind that the editor is looking to them for subject knowledge, good judgement, and an honest and fair assessment of the strengths and weaknesses of the work and the manuscript.
  • make clear at the start of their review if they have been asked to address only specific parts or aspects of a manuscript and indicate which these are.
  • Adhere to the guidelines provided by the journals regarding the specific feedback expected, and unless there are valid reasons not to do so, follow the prescribed organization for presenting feedback.
  • be objective and constructive in their reviews and provide feedback that will help the authors to improve their manuscript.
  • not make derogatory personal comments or unfounded accusations.
  • be specific in their criticisms, and provide evidence with appropriate references to substantiate general statements such as, ‘this work has been done before’, to help editors in their evaluation and decision and in fairness to the authors.
  • remember it is the authors’ paper and not attempt to rewrite it to their own preferred style if it is basically sound and clear; suggestions for changes that improve clarity are, however, important.
  • be aware of the sensitivities surrounding language issues that are due to the authors writing in a language that is not their own, and phrase the feedback appropriately and with due respect.
  • make clear which suggested additional investigations are essential to support claims made in the manuscript under consideration and which will just strengthen or extend the work.
  • not prepare their report in such a way or include comments that suggest the review has been done by another person.
  • not prepare their report in a way that reflects badly or unfairly on another person.
  • not make unfair negative comments or include unjustified criticisms of any competitors’ work that is mentioned in the manuscript.
  • ensure their comments and recommendations for the editor are consistent with their report for the authors; most feedback should be put in the report for the authors.
  • confidential comments to the editor should not be a place for denigration or false accusation, done in the knowledge that the authors will not see these comments.
  • not suggest that authors include citations to the reviewer’s (or their associates’) work merely to increase the reviewer’s (or their associates’) citation count or to enhance the visibility of their or their associates’ work; suggestions must be based on valid academic or technological reasons.

Policy of Plagiarism

The JDSE does not accept manuscripts that exceeds 20% of content similarity (plagiarism).

Published articles that the editors determine to include plagiarized content will be removed from the online archives and the readers will be notified of the action in the subsequent issue of the Journal. Furthermore, articles received from an author determined to have at any time submitted plagiarized material will not be considered for future publication in the Journal.

The  JDSE adopts and applies the plagiarism definition as noted by the ministerial decree n ° 1082 of December 27, 2020.

The decree considered plagiarism, every act carried out by student or researcher or who participates in an act of consistent falsification of results or fraud in scientific works, or in any other scientific or pedagogical publications.

For this purpose, the following are considered plagiarism:

- Quoting ideas, information, text, paragraph or excerpt from a published article, books, magazines, studies, reports, or websites, or paraphrasing them without mentioning their original sources and owners.

- Quoting excerpts from a document without placing it between quotation marks. Without mentioning its source and original owners,

- Using private data without specifying its source and original owners,

- The use of proof or inference without mentioning its source and original owners,

- Publishing a text, article, publication or report completed by an authority or institution and considering it a personal work

- The use of a specific artistic production or the inclusion of maps, pictures, papistic curves, statistical tables or charts in a text or article without indicating their source and original owners,

- Translating from one language into another language wholly or partially, without mentioning the translator and the source,

- The researcher who includes his name in research or any scientific work without participating in its preparation.

- to include a name of another researcher who did not participate in the research work. With or without his permission, in aim to publish the work based on his scientific reputation.

- assign to students or other parties to complete scientific work for adoption in a research project, or to produce a scientific book, pedagogical publication, or scientific report.

- Using students’ works and notes as interventions in national and international forums, or to publish scientific articles in journals.

- The inclusion of expert’s names as members of a scientific committees of national or international forums or in scientific journals in aim to gain credibility without approval and written commitment of their owners, or without their actual participation in the work.

Open Access Policy

The  JDSE is dedicated to promoting open access to scientific research. We believe that making research freely available to the public supports a greater global exchange of knowledge and accelerates the pace of discovery. As such, all articles published in JDSE are made freely accessible to all readerswith no barriers to access. JDSE operates under a Creative Commons Attribution license, allowing authors to retain copyright of their work while enabling others to reuse and share the research."

Articles published in  JDSE will be Open-Access articles distributed under the terms and conditions of the Creative Commons Attribution License (CC BY ).
