تعتبر سياسة الإنفاق الحكومي الاستثماري أهم سياسة مالية لتوجيه وتحقيق التنمية الاقتصادية والاجتماعية على حد سواء، خاصة كونها أداة حكومية فعالة يعول عليها في حل المشاكل الاقتصادية التي تتعرض لها كالبطالة والتضخم.
وبأخذ المقارنة في استعمال هذه السياسة المالية لتوجيه التنمية الشاملة وتحقيقها بين كل من الجزائر والإمارات العربية المتحدة، يتضح جليا أن الجزائر أمامها شوط كبير من التحديات والإجراءات لتفعيل دور سياسة الإنفاق الحكومي الاستثماري لتحقيق الأهداف التنموية المنشودة وخلق اقتصاد ما بعد البترول.
