Abstract

In light of the rapid developments taking place in the world of globalization and integration towards the global economy and major developments in information and communications technology to take the concept of competitive widely watched, and it has taken developing countries, including Arab and positioning themselves for the Twins, and these developments in order to benefit from its advantages, especially by pursuing policies and reforms that create habitat suitable economic to enhance their competitiveness in the world is open to trade and foreign investment.
