Abstract

The local administration in Algeria is a form of administrative decentralization, according to the constitution of 1996 AD, where the local groups represented in the municipality and the state, as they are the two basic cells in this organization, occupy great importance in achieving local development in the economic, social and cultural fields, and taking care of the concerns of citizens and providing public needs. For them, this will not be possible except with the availability of financial resources, whether fiscal (local collection and grants of the common fund for local communities), or non-fiscal (property income, subsidies, loans, etc.), so we will try through this article to highlight and evaluate the role of collection in local development in Jijel Province during the years 2010 and 2011
